GoLink supported the Settle & Carlisle Railway Trust by producing a market-led study that repositioned the line as a leisure destination and developed a Strategic Outline Business Case (SOBC) with a list of commercially focussed interventions to grow patronage.

The work assessed revenue and demand across key regional leisure markets and set out costed options including rolling stock and diagram interventions, open-access style seasonal and flexible services, and enhanced onboard and experiential offers.

Alongside the commercial analysis, the study addressed delivery feasibility through a wider stakeholder and permissions lens, providing funders, operators, and authorities with a clear, evidence-based pathway to unlock the railway’s leisure and tourism potential.
